Project Vision Statement

The REC Verifiable Credentialing Platform aims to transform the UK employment sector by providing a secure, efficient digital ecosystem for workforce credentials. In today's employment landscape, staffing companies and candidates face challenges with credential verification, leading to inefficiencies, delays in hiring processes, and potential security risks. Our platform addresses these challenges by enabling the secure creation, issuance, receipt, and verification of digital workforce credentials.

Problem Statement

The current process for verifying employment credentials is often manual, time-consuming, and prone to errors. Staffing companies struggle with: - Inefficient verification processes that delay hiring - Difficulty in validating the authenticity of credentials - Challenges in securely managing candidate information - Compliance concerns with data protection regulations

Candidates face similar challenges: - Repeatedly providing the same credential information to different employers - Lack of control over their personal data - Difficulty in showcasing verified credentials efficiently

Target Users

The platform serves two primary user groups: 1. UK Staffing Companies - Acting as both credential issuers and relying parties, these organizations range from small agencies to large recruitment firms who need to verify candidate credentials and issue employment records. 2. Work-Seeking Individuals (Candidates) - Professionals who need to securely store, manage, and share their verified employment credentials with potential employers.

The Recruitment and Employment Confederation (REC) and its members are key stakeholders who will validate that the platform meets industry needs.

Key Objectives

The platform will: - Build a robust, cloud-based Digital Verifiable Credentialing system integrated with Velocity Network Foundation (VNF) services - Enable secure creation, issuance, receipt, and verification of workforce credentials across web and mobile services - Initially focus on past work records as the MVP credential type, with architecture designed to easily incorporate additional credential types in the future - Provide a simple, intuitive interface that requires minimal technical expertise from users - Ensure compliance with data protection standards including GDPR and UK DIATF - Prioritize security, privacy, scalability, and ease of use

Expected Business Impact

Implementation Approach

The platform will be developed using an agile methodology with two primary delivery phases: 1. Issuance of credentials and basic administration functions 2. Receipt and verification of credentials with remaining administrative functionality

The solution will be cloud-hosted, with a focus on security, scalability, and user experience. It will leverage existing Velocity Network technologies where possible to accelerate development and ensure compatibility with the broader credential ecosystem.

Future Direction

While the initial MVP focuses on past employment credentials, the platform is designed for expansion. Future enhancements may include: - Support for additional credential types from the Velocity Network - Enhanced customization options for staffing companies - Advanced analytics and reporting capabilities - Integration with additional HR and recruitment systems - Expanded mobile functionality - International expansion beyond the UK market
